What's going on in Brazil?

Guanabara Bay in Rio de Janeiro, Brazil is one of the selected sites for the 2016 Olympic Games. The current status of the Bay is concerning as the water quality is horrifically contaminated with human feces, dead fish, and other hazardous material. 

Why doesn't the government enact harsher pollution controls like China did in the 2008 Summer Olympics?

While China was successful in clearing the pollution, their motives were limited to attracting tourists in time for the Olympics and therefore generating economic profits. Additionally, that short-term success is now a thing of the past.
